Modular leg panels can be used as a sub-load to extend your first line kit.  Use the leg panels to keep medical kit or a gas mask bag, something lightweight, and not too bulky. 

What we're saying is, don't put ammo on your leg.  Run this as high on your leg/hip as you can.  This will help to keep it from bouncing around too much.  One of our medics runs his gunshot wound kit on his leg panel.
